Yuncheng, a prefecture-level city with an ancient name Hedong, locates in the southwestern Shanxi Province, the golden triangle area of the Yellow River in Shanxi, Shaanxi and Henan Province. This is the birth-land of the great Chinese nation and civilization, while the birthplace of Guan Yu, the Taoist God of War worshiped by Chinese people. Due to its location at the east bank of the Yellow River, Yuncheng was named Hedong in ancient time. During the Spring and Autumn Period, it was under the jurisdiction of Jin State, and Jiang (Jiangxian County today) was established as the capital by Duke Xian of Jin in 669BC. When Jin State was partitioned by Han State, Zhao State and Wei State, this place was subordinate to Wei State, with Anyi (Xiaxian County today) as the capital. After the unification of China by Qin Shi Huang, Yuncheng belonged to Hedong Prefecture, one of the 36 prefectures under Qin Dynasty, with Anyi as the local government. During a span of more than 2000 years after that, though frequent changes in this place, the appellation "Hedong" has been used all the time. This is the only city in China built on the basis of salt, with the function of producing and supplying salt for the whole country. Covering an area of 14,000 square kilometers and with a population of 5.336 million, Yuncheng consists of 1 district (Yanhu District), 2 county-level cities (Yongji and Hejin) ,10 counties (Ruicheng, Linyi, Wanrong, Xinjiang, Jishan, Wenxi, Xiaxian, Jiangxian, Pinglu, Yuanqu), 7 economics and technology development zones, 149 villages and towns, as well as 3173 village committees. Today, with the largest population in Shanxi Province, Yuncheng has become an energetic and prosperous city combined the traditional agriculture with the newly-developed industry.

Fantastic Geographical Condition with Preferential Policies

Located in the central part of the golden triangle area of the Yellow River in Shanxi, Shaanxi and Henan Province, with a coastline of 380 kilometers, Yuncheng is the last great bend where Yellow River turns eastward to the sea. With the distance to Xi’an and Luoyang 200 km, Taiyuan 380 km, this place is the junction of North China, Northwest China and Central Plains, as well as the significant node of the Belt and Road Initiative. Taking the advantage of fantastic geographical condition, the proposal advocated by Yuncheng to build the Industrial Transfer Demonstration Zone around the golden triangle area of Yellow River was authorized in May, 2012, which has become the only trans-provincial industrial demonstration area in China and benefit four cities in three provinces, including Weinan of Shaanxi, Sanmenxia of Henan, Yuncheng and Linfen of Shanxi, with an area of 58,000 square kilometers and a population of 17 million. In April 2014, this project had been upgraded to a national strategy, and more policy support could be obtained in the aspects of mechanism system, project layout, talent introduction and financial support. An important strategic opportunity of development is waiting for Yuncheng in the future.

Sound Transportation Network with Tremendous Development Potential

Three-dimensional traffic pattern has already taken shape in Yuncheng, through which this city is accessible from all directions with highways, railways and aviation. Highway construction has realized One-hour Economic Circle from the central city to the counties around. Until the end of 2018, the total mileage of highway in the whole city has reached up to 15,802 kilometers with the density of 111 km per million square kilometer. Among that, the highway mileage of 603 km positions the forefront in Shanxi Province. In terms of railway, high-speed rail can send passengers to Xi’an within 1 hour, Beijing 5 hours, and Shanghai 7 hours. Southern Tongpu Railway runs through the province from north to south, while Houxi Railway cuts across east to west. Since the operation of Datong-Xi’an PDL (passenger dedicated lines), the daily passenger volume in Yuncheng amounts to 14,000. By the end of 2018, Yuncheng Airport has started 33 air routes to 34 cities home and abroad. The annual passenger volume of civil aviation reaches up to 2.053 million, an increase of 42.1% over the previous year; the air freight volume amounts to 5000 tons, an increase of 59.4% over the previous year.

Profound Cultural Heritage with Rich Tourism Resources

Yuncheng is one of the cradles breeding the 5000-year Chinese civilization. The discovery of the Eosimias fossil in Yuanqu County in 1990s has pushed the origin of humankind backward about 10 million years. Archeologists believe that Emsimias(about 45 million years ago)was the earliest ancestor of all primates including humans. 1.8 million years ago, ancient human of Xihoudu, Ruicheng arrived, they lived on fishing and hunting and even firstly used fire, which had ignited the civilization light and opened the primordial world.

The Houtu Temple at Wanrong County was firstly built in Han Dynasty to offer sacrifice to our Creator Nüwa—the ancient leader of matrilineal clan. Forty-three emperors in history were recorded to offer sacrifice in this temple. Emperor Wu of the Han Dynasty once came here six times, leaving us with the famous masterpiece Qiu Feng Ci (Odd to Autumn Wind). Covering an area of 132 square kilometers, with a history of 4000 years, the Salt Lake plays a significant role to Chinese civilization. The exploitation of salt and the use of fire improved the quality of human life and sped up the evolution of human civilization. Salt Lake is usually the focal point of the war among tribes, and the Battle of Zhuolu is said to happen here. There is still a village today named Chi You in Yuncheng, to commemorate that fierce battle between Huangdi and Chi You. It is said that, at the time of Tang and Song Dynasty, the tax levied from Salt Lake accounted to 1/8 even 1/6 of the public revenue of the whole country.

Guan Yu, a well-known general in the Kingdom of Shu Han, was born in ancient Yuncheng (or Hedong). Because of his loyalty, braveness and credibility, Guan Gong is worshiped as a deity for generations, the existence and advocate of Guan’s spirit met the social, cultural and psychological needs of the society. This ancient place witnessed many vivid historical tales and legends; this place was the capital of the first dynasty; this place gave birth to thousands of scholars and literati (including Liu Zongyuan, Wang Bo, Guan Hanqing and Si Maguang); this place bore notable families and great clans-- family Pei, family Wang, family Xue and family Liu. This is a place of romance, telling the love story of Zhangsheng and Cui Yingying; this is a place of loyalty, bearing the Taoist God of War-- Guan Yu. Among the 1600 scenic spots in Yuncheng, 90 of them are national cultural relics, 79 provincial: the Guandi Temple-- the embodiment of the spirit of Guanyu; the Guanque Tower-- one of the four historical renowned towers; Yongle Toist Temple-- the palace of arts; Pujiu Temple-- the place where the story the Romance of West Chamber took place; Emperor Shun Mausoleum-- a holy place to offer sacrifice to our ancestor; the Iron Ox-- the splendor of China; black mud bath in Salt Lake; the notable families and clans, as well as the Guan Gong-culture architectural complex , all of these historical sites attract the tourists all over the world. Based on the rich tourism resources, a brand new culture-oriented tourist city is thriving and prospering. Since ancient times, people in Yuncheng had attached great importance to the education and cultivating good virtue through reading and learning from the ancestors. The achievement of elementary and vocational education have always been in the forefront of the province. Pleasant Climate with Abundant Agricultural Products

Located in the middle and lower reaches of the Yellow River, Yuncheng enjoys flat terrain, fertile soil, abundant sunshine, which provides favorable conditions for agriculture. The annual crop planting area covers 654,300 hectares, a decrease of 4.4% over the previous year. The grain planting area was 556.900 hectares, a down of 7.1%. The cotton planting area was 1,700 hectares, a declining of 27.5%; the oil-bearing crops cover an area of 17,600 hectares, an increase of 30.2%; the planting area of vegetable increased by 7.6%, reaches up to 46,100 hectares; the orchard 191,400, an increase of 1.7%. The total output value of the city's agriculture, forestry, animal husbandry and fishery reaches 45.72 billion RMB, an increase of 2.6% year on year based on comparable prices. The total grain output for the year is 2.87 billion kg, a decrease of 230 million kg over the previous year. The total output of meat in the whole year is 219,000 tons, an increase of 17.7%. At present, a chain of leading industries and circular industries such as grain, fruit, vegetable and livestock has been formed. There has been 7 state-leveled export demonstration zones of food and agricultural product with high quality and safety. The annual output of grain keeps a stable volume at more than 3 billion kg, and the annual output of fruit is more than 6 billion kg. Apple, nectarine and other high-quality fruits are exported to 60 countries and regions such as the United States, Australia and Peru, with an export volume of 380 million kg, accounting for nearly a quarter of the national export.

Solid Raw Material Industry with Plentiful Mineral Resources

61 kinds of minerals have been found in Yuncheng, 34 of which have been exploited and used in industrial production and manufacturing, among which the production of magnesium salt ranks second in China, the copper and glass quartz sandstone reserves accounted for 95% and 67% respectively in the Shanxi province. In addition, the reserve of aluminum, gold and silver, zinc, cobalt and other mineral occupies an important position in the province even the whole country. Yuncheng has the solid raw material industry with alumina production capacity 3.3 millions of tons (12% of the country), electrolytic aluminum 0.8 millions of tons (7% of the country), magnesium 0.4 millions of tons (30% of the country), as well as the coke 10 millions of tons. All of these lay a good foundation for the development of further-processing industry. Today’s Yuncheng has formed an industry cluster including the manufacturing of aluminum, coal carbonization, magnesium, transportation equipment, medicine as well as chemical industry and further processing of agricultural products. 28 Chinese well-known trademarks including Nafine, Dayun Auto, Yabao Pharmaceuticals and Feng Xi have become the backbone of the regional economy. Yuncheng is speeding up the transformation and restructuring of traditional industries, forming a complete industrial chain of aluminum production, and achieving the purpose to process terminal and high value-added products. The construction of National-level Aluminum Industry Base, High-quality Steel Production Base and Heavy-duty Truck and New Energy Automobile Base becomes Yuncheng’s primary focus for the forthcoming years. Yuncheng is now trying to foster and expand strategic emerging industries such as equipment manufacturing, new materials, new energy, modern chemical industry, bio-medicine, electronic information and general aviation; strive to find a new path for the transformation and development of a coal free and low-coal city, for the opening up of inland areas, and for the integrated development of new industrialization, urbanization and agricultural modernization.

Easeful Habitat with Agreeable Ecological Environment

Yuncheng is a typical landscape city in plain with the annual mean temperature 13.3℃, rainfall 510.7 millimeters each year, total annual sunshine 2188.8 hours and frost-free 188-238 days annually. The forest coverage is up to 29.1% of the forestland area of 9.696 million mu, promoting the carrying capacity of the region, and ranks the second in Shanxi Province. Relying on the advantages of landscape resources and Guan Gong Culture, Yuncheng is trying to construct a brilliant scenic spot combined the natural landscape of the Salt Lake with the cultural landscape of Guan Di Temple. The urban and rural residents here live a well-off life with great ability and potential for consumption. In 2018, Yuncheng’s GDP grew at an annual rate of 7% to reach 150.96 billion RMB. The industrial added value of the enterprise above designated size was 37.04 billion RMB, increasing by 7%. The total retail sales of consumer goods reached 79.23 billion RMB, rising by 8.3%. The general budget revenue 8.07 billion RMB, with a growth rate 20.3%. Per capita disposable incomes of urban and rural residents were respectively 29,104 RMB and 10,916 RMB, with the respective growth rates 6.6% and 9.2.
